For the metering of energy savings via bottom-up methods one has to capture and administrate all measures aiming at efficiency improvement in a consistent and comprehensive way.

As a means for more efficient data handling, the energy efficiency monitoring body (energieeffizienz monitoringstelle) has set up an on-line database. After registration, any enterprise or public institution carrying out energy efficiency improvement measures can enter these measures into the database. Savings achieved by these measures are being calculated in real time and according to the Directive on Energy Efficiency and Services contribute to gross energy savings achieved at national level.

Savings appraised in this way will be accessible at any time in aggregated state but grouped into the domestic, industrial, transport, private services and public sector.
