The European Union (EU) has adopted a framework for energy end-use efficiency and energy services. Among other things, this includes an indicative energy savings target for the Member States, obligations on national public authorities as regards energy savings and energy efficient procurement, requirements for energy utilities (such as offering energy services or energy audits, contribution to funds and funding mechanisms, participate in voluntary agreements) and measures to promote energy efficiency and energy services.
In order to measure energy savings, buttom-up and top-down measures are being developed. Austria started in 2008 with the development of bottom-up methods within a participatory process that involved all the relevant stakeholders (the federal and regional level of governance, the interest groups and energy utilities, etc.). The Federal Ministry of Economy commissioned the Austrian Energy Agency (AEA) to lead this process and to develop the methods for the Ministry.
This part of the website is designed to both offer input for other Member States which are in the process of developing bottom-up methods and provide a means to exchange experiences and different approaches in calculating energy savings.
